Transparency

Transparency is an important element of good forest governance. It requires both the disclosure and dissemination of information, for example on laws and policies, decision-making processes and their outcomes, and revenues.

Having access to such information enables stakeholders to play an active role in forest governance, for example, through participating in decision-making, monitoring government activities and claiming their rights. Thus, it can serve to discourage corrupt practices and promote better decisions.

Many of the Voluntary Partnership Agreements being negotiated by the EU include commitments to transparency. The implementation of these agreements has led to improvements in many areas, including better dissemination of information and the establishment of independent forest monitoring (FERN, 2015).
