About one third of the Central African Republic is covered by forest (FAO, 2015). The forest sector plays an important role in the country’s economy; it is the largest provider of jobs after the public sector, contributes around 4% of GDP and 40% of the country’s export earnings. Its main export markets for timber are the EU, China, North America, Cameroon and Chad (EFI).

CAR entered into negotiations for a voluntary partnership agreement (VPA) with the EU in October 2009. The negotiations were concluded in December 2010, and the VPA was ratified in July 2012.

Implementation of the VPA is underway, including the development of a system to control, verify and license legal timber. This will be used for timber and timber products exported not only to the EU, but also to other destinations worldwide (EFI).
