Nearly 15% of Azerbaijan’s land area is covered by forests. The area of forest increased at an annual rate of 1.2% between 1990 and 2015 (FAO, 2015). 

There is widespread illegal logging in the country, due in part to high levels of poverty and to weak forest protection. The country has been engaged in the EU’s ENPI FLEG Program – Improving Forest Law Enforcement and Governance in the European Neighbourhood Policy East Countries and Russia. The program, supported by the WWF, the World Bank and IUCN, aims to tackle illegal logging through supporting policy reform, raising awareness and support for forest law enforcement, and promoting the engagement of the private sector (ENPI FLEG, 2013).
