Background paper for the workshop on public procurement of timber held in Copenhagen, September 2004. Provides a concise comparison of developing procurement policy in five EU member states: Denmark, France, Germany, Netherlands and UK. EU procurement legislation and WTO procurement agreements are also analysed.
