The amount of land covered by forest in Myanmar dropped from 57% in 1990 to 47% in 2005. Despite the reduction, Myanmar is one of the most forested countries in the Asia-Pacific region.
Forest management is governed by the Forest Policy 1995, which has the overriding objective of conserving forest resources to achieve sustainable forest management whilst optimising the socio-economic benefits. The policy emphasises community participation in forestry, wildlife and conservation, as well as in establishing plantations. Community Forest Instructions were issued by the government in 1995 and are designed to enable communities to meet their needs for firewood and to allow management activities to be devolved.
Harvesting and export of teak and other hardwoods was carried out by private companies until 1993; however, indiscriminate logging and failures of management led to a ban of logging and log exporting by the private sector. Myanmar Timber Enterprise now has sole responsibility for extraction and export. Myanmar has developed criteria and indicators for sustainable forest management of its tropical forests based on ITTO criteria and indicators, and is developing a national timber certification system. There is evidence that improved management is having an impact on reforestation and reducing degradation in some areas.
However, despite a comprehensive management regime, large quantities of timber are being smuggled out of the country across the Chinese border where traders pay US$1,200-1,400 per ton for teak and other tropical hardwoods. A logging ban in Thailand has also resulted in Thai loggers crossing illegally into Myanmar.
The EU and the US have imposed sanctions on Myanmars military regime, which were extended in 2007 to prohibit the import of all timber products and other materials. However, it is it has been claimed that teak products from Myanmar are still being imported into the UK, and probably other countries, via China or Indonesia.
