PERU


Peru has the fourth largest amount of tropical rainforest in the world after Brazil, the Democratic Republic of Congo (DRC) and Indonesia. Half of the country is forested and 80% of this is primary forest, supporting a very rich biodiversity.

Peru has one of the lowest deforestation rates in the region, losing about 0.1% of its forest cover annually, although the rate has increased in recent years. The main cause of deforestation is subsistence farming by migrating farmers. However, deforestation and forest degradation are increasingly the result of logging, commercial agriculture, mining for gold and other minerals, gas and oil operations and major road construction. In 2005, the latest year for which figures are available, at least 150,000 ha of forest was lost and a similar area was degraded through logging and other activities.

To date, industrial timber harvesting has not been widespread in Peru and the country has not experienced the destructive clear cutting seen in many neighbouring countries. Most logging has been selective, leaving the possibility of re-growth. However, the alarm was raised by a study in 2005 which suggested that 95% of the mahogany logged in the Peruvian Amazon was illegal. Further research in 2008 suggested that 60% of the hardwood that arrives in the UK from Peru is illegally harvested. Illegal logs are mixed with legally harvested logs, making it almost impossible to detect the illegal timber. Timber exports are growing at a rate of about 25% per year and China is now the largest export market.

Illegal logging is often linked to other criminal activities, such as cocaine trafficking, with the money being laundered through the logging business. Local officials have been implicated in corrupt practices, accepting large amounts of money from the loggers; those that have challenged the illegal activities risk threats to their lives. Loggers have also been accused of invading land reserved for indigenous peoples, some of whom have been driven out of their homes or even killed.

In 2008 the government announced plans to create a special force of 3,000 officers, the 'Environment Police' to guard the forests and monitor rivers in the Amazon basin, and to combat illegal logging. At the climate meeting in Poland in December 2008 the environment minister asked the international community for $200 million over ten years to help conserve 54 million ha of forest, rising to 60 million ha. The Peruvian government is committing $5 million. Deforestation accounts for about half of Peru's greenhouse gas emissions.

Peru is a member of the Amazon Cooperation Treaty Organisation (ACTO) which has developed criteria and indicators for sustainable forest management and a platform for dialogue between national forestry authorities, and is examining the potential for digital surveying of the regions vegetation cover. ACTO believes that the REDD mechanism provides an opportunity for Amazon countries to design policies to rectify environmental degradation.

RainFor - the Amazon Forest Inventory Network The Amazon Forest Inventory Network is an international network that has been established to understand the biomass and dynamics of Amazonian forests. Since 2000 we have established a systematic framework for long-term monitoring of this region, which holds more biodiversity, water, and vegetation carbon, than any other region of the planet. RAINFOR has worked step-by-step, including partners across the nations of Amazon, taking account of the potentially strong modulating role of environmental variables like soil nutrition, and the need to help develop a new generation of Amazon ecologists. RAINFOR is curently supported by the Andes and Amazon Initiative of the Gordon and Betty Moore Foundation. Broken link
