GHANA

The World Bank has estimated that up to 60% of logging in Ghana has been illegal (other estimates range from 43% to 60%). In the last 50 years, Ghana’s primary rainforest was been reduced by 90% and in the period 1990-2005 the country lost 1.9 million ha or 26% of its tropical forest cover. Large areas of forest have been destroyed by loggers, gold mining and agricultural conversion for cacao. In times of depressed cacao prices, Ghana increased exports of timber to generate needed revenue. In addition, population growth has added to the pressures on resources.

Ghana has made considerable efforts to protect its forest resources and curb logging. The government banned the export of raw logs in 1994, encouraged plantation development projects in degraded forest areas, and has placed 15% of land under some form of protection.

However, recent research by Chatham House found that the level of illegal logging in Ghana has remained fairly constant in recent years; only a quarter of this can be attributed to the formal logging sector, whilst three-quarters is a result of artisanal chainsaw logging. Weak law enforcement and a lack of standardisation of domestic production are blamed for the failure to control this illegal activity.

Ghana was the first country to enter into a Voluntary Partnership Agreement with the EU, in September 2008. As more than half of Ghana's £200 million annual timber harvest is exported to the EU, the VPA should enable considerable progress in tackling illegal logging in the country. One element of the VPA is a new partnership with technology company Helveta to develop and pilot a wood tracking system across a variety of supply chains. It is hoped that the system can be rolled out across the country during 2011.

AfriTRON: African Tropical Rainforest Observation Network	The African Tropical Rainforest Observation Network (AfriTRON), is an international network of researchers engaged in on-the-ground long-term monitoring of tropical forests. The network pools expertise and data to help answer larger-scale and longer-term questions relating to the ecology and biogeochemistry of African tropical forests. In particular AfriTRON aims to address questions of contemporary importance such as the possible impacts of regional and global environmental changes on tropical forests, and the impacts of changes in the forests themselves on the regional and global environment. This is done through partnerships between scientists across the world, students and local villages who host our field-trips.	Broken link

VERIFOR Project	VERIFOR is an ODI-led research project which will work with partner institutions in tropical countries to ensure that timber and forest products are legally harvested. It will help producer nations put in place verification systems with high national and international credibility. Has worked in Cameroon, Ghana, Indonesia, Malaysia, Philippines, Nepal, Brazil, Costa Rica and Ecuador.	Broken link

VPA Livelihoods: Illegal or Incompatible	The aim of this website is to assist in communicating and learning among the partners and stakeholders of the "Illegal or Incompatible?" Project (2008 ' 2010) in Ghana and Indonesia in a joint endeavour to improve forest governance in order to better manage the consequences of Voluntary Partnership Agreements (VPAs) on both the forest and local livelihoods.
