CERTIFICATION


Certification is an important tool for the timber industry and consumers. Timber certification schemes offer buyers confirmation that the origins, processing and distribution of the timber being sold meets an agreed set of standards.

1990 saw the origins of timber certification, when a group of stakeholders in California identified a need for a credible system for identifying acceptable sources of forest products. By 1993 the Forest Stewardship Council was launched, followed by a set of Principles and Criteria for certifying forests. FSC certification is one of the most widely accepted certification schemes, historically that most favoured by NGOs, and least popular with industry.

Other notable schemes include those also accepted by the UK government as proof of legality and sustainability of timber products: the Canadian Standard Association (CSA), the Malaysian Timber Certification Council (MTCC), the Programme for the Endorsement of Forest Certification Schemes (PEFC) and the Sustainable Forestry Initiative (SFI). An example of the variation between schemes, the CSA is national in scope, compared to PEFC which is an international umbrella organisation for the assessment of national certification schemes. Again, within PEFC the criteria for national schemes are developed by their stakeholders, so will vary according to the type of forest and local socio-political factors.

There is also considerable variation in the types of timber and timber sectors that are most heavily certified. Global statistics for certification are not yet available but a report commissioned by the UK TTF showed that 56% of timber products imported into the UK in 2005 were certified. The proportion of certified wood across different products varied considerably with 98% of imported MDF, 58% of imported sawn softwood and only 11% of sawn hardwood imports were certified. These sorts of differences reflect variation in the regions that the products originate from and the relative engagement of different sectors with certification schemes.

Certification is an important tool for tackling illegal logging, as most timber certification schemes are based on sustainability criteria, and legality is taken to be inherent within sustainability. Certified timber is an easy way for consumers to demand or identify products made from legal timber. For this reason certification plays an important role in public procurement by national governments, allowing buyers of timber in the public sector to more easily purchase timber that meets the standard required by government. A major incentive for producers of timber to seek certification is the concept of price premiums: that certified goods may be more desirable to consumers and can therefore achieve higher market prices.

However, issues with certification schemes remain, most notably the proliferation of certification schemes with different requirements. This, alongside the fact that some certification schemes work well in some countries but not in others, can be confusing for consumers and may affect the credibility of the schemes or even certification in general. Some schemes have been criticized recently for the lack of inclusion of social principles, such as effects on indigenous peoples, within their criteria. Also, certification is based on a degree of trust between the forest manager and the certifying body, and the increased premium available for certified timber can provide an incentive for managers to abuse the system. If schemes are to protect their logo, strong systems to cope with corrupt forest managers are necessary.
