CHINA


Over the centuries, Chinas forests have been cleared by agricultural expansion and wars; by the time of the founding of the Peoples Republic of China in 1949, forest covered only 8.6% of the land area. Further deforestation occurred from the 1970s. Most timber currently comes from the northeast provinces and less densely populated areas of northwest and southwest China.

The government has undertaken afforestation projects to prevent natural disasters and has established high yield plantations of conifer and pine. The aim is to increase forest cover to 17% of the land area by 2010 and 26% by 2050. Between 2001 and 2010, the government aims to have developed 6.4 million ha of high yield plantations, more than half of which are new plantations. From 2011-2050, a further 13 million ha is planned. In addition, large-scale afforestation is being undertaken in barren and arid areas of western China. These conservation efforts have been relatively successful to date, particularly the multi-species forests that have been developed around the upper reaches of major rivers, which have significantly reduced flooding and soil erosion. Commercial logging has also been banned in these, and other environmentally sensitive, areas. However, by contrast, many plantations are said to be inefficient and of poor quality.

The key challenge facing Chinas forests is the growing level of demand from the domestic market. The demand for fuelwood, industrial timber and paper are all growing significantly, whilst accessible forest resources are declining. For example, the proportion of forest that is mature or over-mature will have fallen from 33% in 1993 to 15% by 2010. In the last 10 years there has, therefore, been a steady increase in Chinese imports of timber and pulp and paper products. There are concerns that much of the timber has, to date, come from Russia and Indonesia and may have illegal ' or at least unsustainable ' origins.

China is also importing increasing amounts of timber from west and central Africa. Concerns have been raised about legality and governance issues of timber supplies from these areas and work has been undertaken by NGOs, in cooperation with the Chinese State Forestry Administration to raise awareness amongst Chinese companies operating in Africa.

China has made important moves to improve forest governance and combat illegal logging. A number of new laws have been introduced on forest and wildlife protection, which include procedures and monitoring methods for forest governance and enforcement. Logging management measures are being strengthened with quota and logging transportation certificates, which tackle illegal logging and theft. Customs monitoring is also being developed to tackle smuggling. Certification is being actively promoted. China has participated in the FLEG ENA (Europe and North Asia) process and is working with a number of countries, such as Russia, Indonesia, the UK and the EU on measures to promote forest law enforcement, develop legality verification and tackle illegal logging.

ENPI FLEG The ENPI FLEG Programme “Improving Forest Law Enforcement and Governance in the European Neighbourhood Policy East Countries and Russia” supports governments, civil society, and the private sector in participating countries in the development of sound and sustainable forest management practices, including reducing the incidence of illegal forestry activities. WWF Global Forest and Trade Network (GFTN) The GFTN - a WWF-led partnership - links more than 360 companies, communities, NGOs, and entrepreneurs in more than 30 countries around the world. The goal is to create a new market for environmentally responsible forest products. Since 1991, market-driven demands from GFTN participants have increased the economic incentives for responsible forest management. This is helping to ensure that millions of acres of forests are independently and credibly certified, a guarantee that the forests are well managed and that their products come from legal and sustainable timber harvests.
