Recent years have seen a wide range of political initiatives, conferences, campaigns, research reports and private-sector action on illegal logging. How do we know if any of this makes any difference? Most straightforwardly, we would be able to measure the extent of illegal logging in each of the affected countries - but measurements of this kind are very difficult to make with any degree of accuracy.
Over the past few years Chatham House has developed a series of indicators, designed to measure the extent and effectiveness of the response to illegal logging, and to help policy-makers understand what works best. The range of indicators cover awareness of the issue, government policy development and implementation, private sector policy development and implementation, and what is known about the extent of illegal logging and associated trade.
The papers below set out possible methodology for a study, and the results of the pilot phase, covering five producer, consumer and processor countries. Data collection was subsequently extended - modified according to some lessons learned from the pilot phase - to a further seven countries.
Chatham House launched its latest report, “Illegal Logging and Related Trade: Indicators of the Global Response” on 15 July 2010. The report assesses the response and progress in 12 countries – five producer countries (Brazil, Cameroon, Ghana, Indonesia and Malaysia), two processing countries (China and Vietnam) and five consumer countries (Japan, the USA, the UK, France and the Netherlands).
