EU FLEGT: VOLUNTARY PARTNERSHIP AGREEMENTS


Voluntary Partnership Agreements (VPA) are the means of putting the EU's Forest Law Enforcement, Governance and Trade (FLEGT) licensing system into effect.

At the heart of the FLEGT initiative lies the attempt to exclude illegally logged timber products from EU markets. Timber products which have been legally produced in VPA partner countries will be licensed for legality of production, and only licensed products from these partner countries will be allowed access to the EU.

A series of VPAs are currently under negotiation between the EU and timber-producing and -exporting countries. Three have so far been agreed: with Ghana, in September 2008, and the Republic of Congo in March 2009; the terms of the VPA with Cameroon have been agreed but not yet signed. Negotiations are ongoing with Central African Republic, Indonesia, Liberia and Malaysia, and informal discussions are proceeding in many other countries.

Each VPA will need to set out a series of key factors in implementing the licensing system. These include the range of the laws and regulations to be considered in deciding the status of legality to be applied in awarding the license, the institutional arrangements behind the system, and the degree of independent verification of legal behaviour at every stage of the chain of custody of the products.

Perhaps most importantly, the VPAs offer an important means of improving forestry governance in the partner countries. All the VPAs so far agreed will include an analysis of existing legislation, with commitment to reforms where necessary; agreement on independent monitoring of the functioning of the legality assurance and licensing systems, with outcomes available to the public; a commitment to national stakeholder involvement in the joint committees to be set up to oversee the process; and improvements in transparency in forest management. In most cases the VPA negotiation process itself has helped to improve governance, primarily through the inclusion of partner-country civil society in the talks.

Timber Trade Action Plan (TTAP) TTAP is a project funded by the European Union. It is the timber industry response to the FLEGT Action Plan. TTAP offers Europe's importers, traders and their suppliers an opportunity to be at the forefront of efforts to promote legal forestry, and to access premium European markets. TTAP is currently working in Indonesia, Malaysia, Cameroon, Congo Brazzaville and Gabon. Broken link

UK Department for International Development (DFID) The lead UK government department for international forestry issues. DFID's Forest Governance and Trade Programme is a five-year, £24 million programme that aims to tackle the problems of illegal logging in developing countries and the associated international trade in illegally logged timber. Its main area of activity is supporting reforms in countries that enter voluntary partnership agreements (VPAs) with the European Union under the Forest Law Enforcement, Governance and Trade (EU FLEGT) Action Plan.
